Ouistreham informal settlement: the French high administrative court [Conseil d’Etat] is once again seized to ensure the effective installation of sanitary facilities on the French-British border
[Caen, Northern France, November 21, 2023]
In a ruling from July 3, 2023, the judge of the Conseil d’Etat rejected the appeals of the Ouistreham mairie and the Home Ministry against the ruling from the administrative court of Caen, seized in summary proceedings by people on the move and five NGOs (Solidarités International, CAMO, Vents Contraires, Citoyen. nes en lutte and La Cimade). It summoned the administration to take the necessary measures to put an end to the manifest violation of human dignity linked to the lack of access to water, hygiene and sanitation in the Ouistreham camp.
Indeed, to this date and in view of the increase in population on-site, the available solutions are insufficient in number:
1 water point for 200 people, whereas the recommended ratios in this situation are 1 water point per 50 people
1 shower for 75 people, whereas the recommended ratios in this situation are 1 shower cubicle for every 20 people
1 toilet for every 50 people, whereas the recommended ratio in this situation is 1 cubicle for every 20 people.
The inadequacy of those facilities are clearly a failure from public authorities to ensure the dignity of displaced communities living in Ouistreham. The dynamics and movements of population, if not accurately predicted, could have been largely anticipated by the state if a real link had been established with the associations and individuals living there.
Faced with this unbearable situation, a new request has been lodged with the Conseil d’Etat, and will be examined at a hearing on November 23 at 9:30 am, 1 place du Palais-Royal, Paris.
