About the mission
Present in Haiti since 2004, Solidarités International (SI) has developed extensive expertise in emergency response, initially built following Hurricane Jeanne and further strengthened through major crises, including the 2016 hurricane, the 2021 earthquake, and successive disease outbreaks. A key actor in the WASH sector, as well as in food security, livelihoods and nutrition, SI has been supporting the most vulnerable populations for more than a decade, particularly internally displaced persons (IDPs) and host communities.
About the job
General objective:
The ERT WASH Coordinator’s main tasks lie in conducting rapid needs assessments, analysis and prioritization of urgent WASH and multi-sectorial needs of the affected population. The ERT WASH Coo is managing the design, implementation and coordination of emergency WASH intervention, or intervention in other sectors, according to the needs.
1. Emergency Assessments
- Conduct initial multi-sector assessments with SI Emergency Response Team (ERT), stakeholders and affected populations; identify priorities, required resources and immediate response actions.
- Support assessment preparation, including desk reviews and Terms of Reference (ToR) drafting.
- Analyze data and produce assessment reports.
- Participate in relevant cluster and coordination meetings at HQ or field level.
- Assess in-country response capacities (human, material and financial) with relevant actors.
- Contribute to the identification and capacity building of local partners.
2. Programme Design and Strategic Orientation
- Define response objectives, priorities and work plans with ERT members.
- Design appropriate emergency responses based on identified needs and local capacities.
- Develop sectoral strategies (WASH or other sectors, depending on team composition).
- Select suitable intervention modalities and design context-appropriate activities.
- Ensure activities reflect local conditions, resources, customs and cultural norms.
- Integrate protection, gender, DRR, age, HIV/AIDS, environmental and sustainability considerations into programme design.
- Support the development of concept notes, proposals, budgets and donor submissions, and participate in donor negotiations when required.
3. Emergency Response Management and Implementation
- Plan and manage multi-sector emergency programmes in coordination with HQ, field teams, NGOs, UN agencies, communities and authorities.
- Identify supply needs and coordinate logistics and procurement to ensure timely delivery.
- Recruit, train and build the capacity of local and emergency response teams.
- Oversee implementation and ensure compliance with SI technical standards and donor requirements.
- Establish appropriate monitoring and evaluation systems.
4. Reporting and External Coordination
- Provide regular updates on project progress, context changes and operational challenges.
- Ensure timely submission of donor reports.
- Represent SI in coordination forums, clusters and meetings with NGOs, UN agencies and government counterparts.
- Respond to HQ requests related to programme activities.
- Prepare handover and mission reports following deployments to ensure continuity of interventions.
Your profile
Bachelor or masters in a related degree
Atleast two years experience working as Country WASH Coo or similar position is required. Experience with SI is highly desirable.
Proven experience in the implementation of emergency response activities.
Understanding of the humanitarian coordination structure.
Understanding of technical indicators for response in corcern to Sphere and other standards
Strong skills in working with multiple department under pressure.
Autonomy/Pro-acitivity
Ability to work under pressure
Communication (both internal and external)
French is a strong asset
SI will offer you
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS
In ¨Port-au-Prince, accommodation is provided in a guesthouse, and the standard is satisfactory.
There are restaurants, a supermarket, and various shops nearby that cover all essential needs.
The office is also satisfactory, well located in a quiet area.
