Antoine Peigney

Antoine Peigney has been the association’s elected volunteer president since July 2018.  

In a professional capacity, since July 2017 he has been Director of the Health Department at Expertise France, an AFD Group operator. In this position, in 2024, he leads a team of 110 people in Paris. Part of the team is dedicated to implementing the Initiative (a budgetary facility derived from France’s contribution to the Global Fund to Fight AIDS, Tuberculosis and Malaria). The other section studies the implementation of programs that are part of France’s “Global Health Strategy”, for the period 2024/2027.   

Antoine Peigney was Director of International Relations and Operations at the French Red Cross from 2002 to 2016, having been in charge of its operational department between 1998 and 2002. Upon leaving the French Red Cross, Antoine Peigney led a team of 70 employees at headquarters, 215 expatriates and nearly 2,000 national staff with a budget of 70 million euros, to serve 4 million people in 26 countries, in development aid and in response to crises and disasters, in the fields of health, water and sanitation, food security, risk prevention and reconstruction. 

Graduate of the Bioforce-Développement School in Lyon (of which he was then a member of the board for 14 years, until 2016), Antoine Peigney carried out several humanitarian missions between 1989 and 1994: in Romania, Lebanon, Bosnia (SOLIDARITÉS INTERNATIONAL), Southern Sudan (Action Contre la Faim), Ethiopia (Médecins du Monde), Somalia (ACF), Mauritania (MDM), Serbia and Kosovo (Secours Populaire Français), Angola (Terre des Hommes) and Haiti (television programme “Wings of Hope” on France 2). From 1995 to 1997, he was in charge of the Africa programmes of the NGO Equilibre in Lyon to lead the teams in Madagascar, Burundi, Uganda, Morocco, Mali and Niger. 

He is also an auditor for the IHEDN’s national Defense Policy session, class of 2013/2014.
