In Gaza, as elsewhere, aid must never be exploited

[Paris, May 7, 2025] Since March 2, 2025, humanitarian aid has been blocked from entering the Gaza Strip. Israel plans to widen the military operations in the territory risk exacerbating an already alarming situation. SOLIDARITÉS INTERNATIONAL strongly condemns the use of aid for political or military purposes and calls for immediate and unconditional access to essential goods and services.

For more than two months, the inhabitants of Gaza have been living under a total blockade imposed by the Israeli authorities, prohibiting all commercial goods and humanitarian aid from entering the Gaza Strip.

As Israeli authorities consider implementing a new humanitarian aid delivery system that would be inaccessible to part of the population, SOLIDARITÉS INTERNATIONAL reiterates its commitment to assistance that respects the humanitarian principles of impartiality and neutrality. We condemn the exploitation of aid by the warring parties for political or military ends, which can only exacerbate an already catastrophic situation after 19 months of war.

The resumption of Israeli airstrikes and frequent evacuation orders since the end of the ceasefire have made the humanitarian situation even more critical. Exhausted by a relentless cycle of destruction, violence and forced displacement, Gazans are seeing their already limited access to basic services and goods such as healthcare, drinking water, education and food further restricted.

“The announced extension of military operations in this devastated territory would create a ‘super-crisis’ while our humanitarian response capabilities are already severely compromised,” said Philippe Bonnet, Director of Emergencies at SOLIDARITÉS INTERNATIONAL. Due to a lack of fuel and operational equipment, our desalination units and water distribution trucks for displaced persons’ camps will soon be at a standstill, just as bottled drinking water reserves are running out and becoming unaffordable due to soaring prices. A pack of water currently costs the equivalent of 15 euros, an 800% jump in price in just a few weeks. “We, as humanitarian organizations, have been sounding the alarm for weeks about the imminent shortage of food stocks and resources¹, to no avail, continues Philippe Bonnet. The bombings that resumed after the ceasefire ended on March 18 also make it extremely dangerous for people, including our colleagues on the ground, to move around.

We strongly reiterate that humanitarian aid must not be exploited by the warring parties to serve political or military objectives. When side in the conflict controls aid, deciding how goods are received and delivered, or using it to enhance its reputation, there is a huge risk that aid will no longer be provided based on real needs but on ethnic, religious, or political criteria, thereby depriving those who need it most.

In light of the suffering and daily dangers endured by civilian populations, including our humanitarian colleagues who, even caught up in the war, tirelessly carry out their mandate, we strongly call for:

  • An end to hostilities and the resumption of negotiations leading to the release of hostages and a resolution of the conflict.
  • The reopening of humanitarian aid and trade crossing points, the free movement of aid and the facilitation of humanitarian access.
  • Respect for and enforcement of international humanitarian law for the protection of civilians, including humanitarian workers, and civilian infrastructure.
  • Respect for the fundamental principles of humanitarian action: humanity, impartiality, neutrality, and independence to ensure the distribution of humanitarian aid and access to basic services in a neutral and impartial manner.
