Context

In response to the October 7, 2023 attacks, the Israeli army launched a massive offensive in the Gaza Strip, beginning with an airstrike campaign followed by a series of ground offensives that successively impacted all governorates in the enclave.

The intensity of the fighting, repeated strikes, and successive evacuation orders forced over 1.9 million people to flee, sometimes multiple times, to areas less directly affected by the fighting. Initial displacements were toward the south of Gaza, particularly to the Rafah governorate, where 1.7 million Palestinians were displaced as of April 2024. In May 2024, the offensive against Rafah triggered another massive displacement of over 1 million people to the central part of the Gaza Strip, especially to Deir El Balah, where SOLIDARITÉS INTERNATIONAL operates. In the last quarter of 2024, a new major offensive targeted northern Gaza, against a backdrop of dwindling essential supplies due to the enclave’s blockade and the arrival of winter, cold, and rain. The displaced people now live in schools, organized sites, and informal sites where aid is harder to organize. By the end of November 2024, over 43,000 Palestinians are reported to have been killed, and more than 104,000 injured.¹

The destruction of vital infrastructure due to the fighting, including health facilities, electricity supply systems, schools, and other public services, has had a significant impact on displaced populations and host communities. By August 2024, approximately 60% of water supply infrastructure had been damaged or destroyed.  

Since October 7, restrictions on the entry of goods into the Gaza Strip have caused power outages, communication blackouts, and severe supply limitations. No fuel has been allowed in to operate water, sanitation, and hygiene facilities². Access to safe drinking water has been reduced by 94%, leaving residents with only 2 to 3 liters per person per day for all uses. This has heightened risks of dehydration and waterborne diseases, particularly among children.

Since February 2024, SOLIDARITÉS INTERNATIONAL teams have been operating in Gaza. Activities are currently focused on the Deir El Balah governorate, in the central Gaza Strip, where a base was established in March.  

The organization’s teams are installing and rehabilitating water desalination stations to ensure access to drinking water, delivering water to displacement sites via tanker trucks, and implementing activities to reduce health risks and improve living conditions for displaced people through the distribution of hygiene kits. SOLIDARITÉS INTERNATIONAL’s strategy prioritizes using locally available resources but also includes importing essential items, such as food kits and jerrycans, to increase their availability within Gaza. 

The strategy also relies on close collaboration with local Palestinian NGOs. Strong partnerships have been forged to maximize the impact of actions benefiting Palestinians affected by the conflict. In coordination with these partners, the organization plans to expand its operations to northern Gaza governorates.
