An NGO at the cutting edge of logistics innovation

Published on Friday 9 August 2024

Hulo, the first humanitarian logistics cooperative was cofounded by SOLIDARITÉS INTERNATIONAL and eight other humanitarian organisations in 2021, following several years of cooperation, practice sharing and collective advocacy. The aim is to work together to achieve more efficient humanitarian logistics, by pooling resources and developing digital tools to support shared inter-organisation initiatives.

An increasing number of partners have embraced this approach to pooled logistics, which was shown to be effective during the Covid crisis by the implementation of the European Humanitarian Air Bridge. As a result, the cooperative has grown rapidly. Hulo now has thirteen members, works in six countries and connects humanitarian organisations (local and international) through group purchasing (generating savings of up to 15%), pooled vehicles and shared human resources. 63 organisations benefited from Hulo’s services in 2023.

Successful roll-out of link software

SOLIDARITÉS INTERNATIONAL has been transitioning towards digital tools for several years, to provide our teams with the software and applications they need to perform humanitarian activities more smoothly and efficiently. In 2020, our organisation equipped itself with supply chain management software: LINK. This software, which was initially created by Action Against Hunger, is fully aligned with Hulo’s resource pooling principles. It is now shared by three NGOs, with the aim of reducing costs, and managed collectively.

SOLIDARITÉS INTERNATIONAL’s supply chain is now managed using this software. The tool is used by 900 of our staff (logistics, program and finance teams) to quickly and efficiently create, approve and initiate purchase orders, with all the traceability and archival of transactions required to ensure the transparency of our activities. In 2023, LINK enabled us to process 96 million euros of purchases.

working proactively to reduce our carbon footprint

As a signatory to the Statement of Commitment on Climate by Humanitarian Organisations in 2020 and the Climate and Environment Charter for Humanitarian Organisations in 2021, SOLIDARITÉS INTERNATIONAL has set itself the target of reducing its greenhouse gas emissions by 30% in 2023 and by 50% in 2025. To achieve this, our teams have focused on determining our current carbon footprint, which will serve as a baseline to calculate future reductions in emissions. In 2023, we established our initial carbon footprint for the emissions produced by the NGO’s head office in Clichy, France: 682 tons of CO2, comprising 11% of direct emissions (vehicles and equipment), 1% of indirect emissions relating to energy consumption, and 88% of other indirect emissions (rented goods, purchases, freight transport, travel, etc.). In 2024, our teams will determine our global carbon footprint, for all the countries where we work, as well as a roadmap of actions to reduce our greenhouse gas emissions
